This document is an output of Overseas Development Institute, which proposes a framework to make the Post-2015 agenda actionable. The report envisages that much more thought needs to be given to the process of target-setting, different actors’ responsibilities, implementation and accountability to ensure the relevance and applicability of a universal agenda to all countries.

The report looks at the essential components needed to make the agenda a success, including with regard to implementation and workability. The bulk of the report focuses on the follow-up and review dimensions of the agenda. It looks at the follow-up architecture, who is responsible and for what and concludes by looking at what universality means and how it might function in practice.
